Dubai's education regulator, the Knowledge and Human Development Authority (KHDA), has unveiled a framework for potential adjustments to private school tuition fees for the upcoming 2024-2025 academic year. This framework hinges on the recently established Education Cost Index (ECI), which reflects a 2.6% increase in operational expenses for private schools in the emirate.
However, the KHDA has devised a tiered system that links the permissible fee increase to a school's performance in its most recent inspection. Schools that demonstrate improvement in their ratings will be eligible for a more substantial rise in tuition fees compared to those maintaining their current standing.
Schools that excelled, moving from "Weak" to "Acceptable" or "Acceptable" to "Good" in their KHDA inspections, can potentially raise fees by up to 5.2%. This represents a doubling of the base ECI benchmark. Meanwhile, schools exhibiting progress from "Good" to "Very Good" can increase fees by up to 4.55%, which is 1.75 times the ECI. More modest improvements, such as those going from "Very Good" to "Outstanding", are eligible for a 3.9% fee hike, or 1.5 times the ECI.
Schools that maintained their previous inspection rating will be permitted to raise fees by a maximum of 2.6%, mirroring the ECI. Those experiencing a decline in their ratings will not be authorized to increase fees.
The KHDA emphasizes that all fee adjustments must be formally approved by the regulator before implementation. This approval process considers factors such as a school's financial health and its demonstrated commitment to reinvesting any additional revenue into enhancing educational quality.
This regulatory framework has been met with mixed reactions from parents in Dubai. While some acknowledge the rising operational costs faced by schools, others express concerns about the potential financial burden on families, particularly those already grappling with inflationary pressures.
The KHDA maintains that the tiered system rewards schools for demonstrably improving the quality of education they provide. They assert that this system incentivizes continuous improvement while acknowledging the financial realities of running a school.
