Arab Leaders Endorse $53 Billion Egyptian Plan to Rebuild Gaza

Arab leaders convened in Cairo on Tuesday, endorsing an ambitious $53 billion Egyptian initiative aimed at reconstructing the Gaza Strip. This plan stands in stark contrast to U.S. President Donald Trump's controversial proposal to transform the area into a "Middle East Riviera," which entails the displacement of approximately two million Palestinians.

The Egyptian proposal focuses on rebuilding Gaza without resettling its inhabitants. It includes the clearance of debris and unexploded ordnance, development of renewable energy sources, and the construction of new infrastructure such as temporary housing, agricultural lands, and ports. This comprehensive approach seeks to revitalize Gaza while preserving the rights and homes of its residents.

Palestinian President Mahmoud Abbas expressed strong support for the Egyptian plan during the summit, emphasizing the importance of reconstruction efforts that do not involve the displacement of Palestinians. He called for international assistance in rebuilding Gaza, aligning with the sentiments of many Arab leaders present.

Hamas, the governing body in Gaza, also welcomed the Egyptian initiative. A spokesperson for the group described the plan as a positive step reflecting Arab and Islamic support for the Palestinian cause. However, Hamas reiterated its stance on maintaining its right to resist and expressed reservations about any plans that might undermine its authority in the region.

In contrast, Israel criticized the summit's outcome, arguing that the plan failed to address the consequences of Hamas's actions and lacked condemnation of the group. Israeli officials reiterated their preference for President Trump's proposal, which involves relocating Palestinians to neighboring countries like Jordan and Egypt—a plan that has been widely rejected by Arab states.

The Egyptian plan proposes the establishment of an administrative committee composed of independent Palestinian technocrats to oversee humanitarian aid and governance in Gaza. This committee aims to facilitate the eventual return of the Palestinian Authority to the enclave. The success of this initiative largely depends on financial support from Gulf states, including the United Arab Emirates and Saudi Arabia, which are expected to contribute significantly to the reconstruction efforts.

While the plan has garnered substantial support, challenges remain. The future role of Hamas in Gaza's governance and its disarmament are contentious issues that could impede progress. Additionally, the sustainability of the current ceasefire between Hamas and Israel is crucial for the successful implementation of the reconstruction projects.

President Trump's "Middle East Riviera" proposal has faced global condemnation for suggesting the mass displacement of Palestinians and transforming Gaza into a U.S.-controlled area. Critics argue that this plan disregards the rights and aspirations of the Palestinian people and violates international law concerning the forcible transfer of populations.
